Specialty Scroll Guide and Claiming

There are many ninjas in this world. However, most have a jutsu that separates them from the rest, becoming their emblem, famous in their own right. These specialty jutsus make the ninja that holds it unique, beckoning him from the pack. These special jutsus are engraved in unique scrolls, giving the owner of said scroll knowledge and proprietorship over the jutsu in question, and their derivatives. Through the years, these scrolls have become a market in itself, as shinobis fight each other for the ownership, so they are the only ones who can use them henceforth.

1 ) The jutsus cannot be tied to a primary or secondary.
2 ) The applicable jutsus for specialty cannot be custom.
3 ) Specialty jutsu scrolls can be stolen if you are defeated.
4 ) To steal a scroll, you have to win, and not through inactivity.
5 ) The minimum times you have to defend your scroll is once per month.
6 ) If a scroll is stolen, the thief will drop his scroll, and take the one he stole.
7 ) A person can only have one specialty scroll as master, and one as an apprentice.
8 ) If a scroll is stolen, the victim will take the scroll of the thief, if he meets the requirements.
9 ) One may deny a fight for a specialty scroll, if the opponent is more than 10 levels above their own.
10 ) If open, one can claim the scroll, but he must meet the requirements needed to perform said jutsu.

Well the only requirement is to have the necessary stats to do it. But since it doesn't have any then its all yours. I wanna see it limited though.
